The Transportation Corridor Agencies (TCA) are made up of two separate government entities created among the County of Orange and a number of cities within the areas of benefits of the Foothill, Eastern and San Joaquin Hills Toll Roads. The two agencies are: The Foothill/Eastern Transportation Corridor Agency and the San Joaquin Transportation Corridor Agency.
